Cannot find reference assembly 'Microsoft.Win32.Primitives.dll'

Hello,

I am trying to figure out how to start a aspnet core web app from another startup project and I'm constantly getting:

InvalidOperationException: Cannot find reference assembly 'Microsoft.Win32.Primitives.dll' file for package Microsoft.Win32.Primitives

Microsoft.Extensions.DependencyModel.Resolution.ReferenceAssemblyPathResolver.TryResolveAssemblyPaths(CompilationLibrary library, List<string> assemblies)

What I did:

1. Create an ASP.NET Core Web Application with Angular Flavor Template in VS 2017, freshly installed. Named: WebApplication1
2. Create a Dot Net Core Console App in the same solution. Named: ConsoleApp1
3. In ConsoleApp1.csproj changed to Sdk="Microsoft.NET.Sdk.Web" in order to get IIS Express launch Profile in VS
4. In WebApplication1 properties changed to Output Type Library.
5. Changed WebApplication1 to target netstandard2.0
6. Added a project reference in ConsoleApp1 to WebApplication1
7. In ConsoleApp1 Program.cs Main: Calling Program.Main in WebApplication1
8. Add use UseContentRoot(...) to BuildWebHost to point to WebApplication1 project folder
9. After this tried to run ConsoleApp1. IIS Express started, Chrome started, Runtime Razor compilation error of style: Class Attribute not found. After some googling: Added <AllowedReferenceRelatedFileExtensions>$(AllowedReferenceRelatedFileExtensions);.deps.json</AllowedReferenceRelatedFileExtensions> to ConsoleApp1.csproj. This is to copy the .deps.json file of WebApplication1 to the ConsoleApp1 build output.
10. This got me some further, now I get the exception InvalidOperationException: Cannot find reference assembly 'Microsoft.Win32.Primitives.dll' file for package Microsoft.Win32.Primitives. There I'm stuck. Full stack trace below.

What is the correct way to have another project starting the WebApplication?
