Are all files in the root directory (appsettings.json, Program.cs, startup.cs, etc.) automatically secure?

I assume several files are by default secure (such as sppsettings.json, web.config, etc.) but are all files in the root directory secured?  Also, are folders beneath the root directory automatically considered "public".
