Issue in Connected Service with Service dll

Hi,

i am facing the exact issue whats described in the below link. i am not sure how to solve this issue and cound;t understand the solution given in the link.https://stackoverflow.com/questions/50746592/system-private-servicemodel-missing-in-azure-app-service-at-runtime

on local windows 10 its working great. but on server 2012, its not working. its expecting System.Private.ServiceModel, Version=4.1.2.4 .  please help in solving this issue.
